Proposals for national District Heating action plan discussed in Ukraine

A total of 55 participants representing the State and local authorities, the national Regulator, scientific institutions, businesses, district heating operators and the overall expert community took part in an active discussion of the proposals for the national district heating sector modernisation plan for Ukraine during the third KeepWarm on-line seminar. It was organised by Ukrainian KeepWarm partner KT-Energy LLC on 23 July 2020.

Kyryl Tomliak, director of KT-Energy LLC presented the key results of the KeepWarm project in Ukraine and introduced the draft proposals for the national district heating sector modernisation plan for Ukraine. The introductory speech was followed by a presentation of the key elements of the draft action plan from Mykola Shlapak, consultant of KT-Energy LLC.

The document aims at formulation of proposals for state policy actions directed at the support of modernisation projects in district heating systems and transition to efficient district heating in line with the EU standards. It has been developed based on the discussions and activities executed within the KeepWarm project, consultations with KeepWarm project partners and other interested stakeholders.

Participants of the webinar overall supported the recommendations provided in the draft document and raised a number of additional comments focusing, in particular, on clear state strategy for the district heating sector backed with the leadership from the responsible state authorities, the need for communication activities and involvement of consumers, as well as stricter requirements for the district heating development planning on the local level.

The organisers of the webinar informed that all comments raised during the discussions will be reviewed and incorporated into the final draft of the document and invited all interested stakeholders to provide further suggestions in a shared online document.
